This is a fun little program that generates dial tones. The tones are not recorded, they are generated on the fly by combining two sine functions. It was based on the information from this page (Update: that page doesn't exist anymore unfortunately). The program uses a class I wrote to access the waveform audio that may be very useful on its own. This will actually work if you hold the phone up to the speaker.
