RegExTool is a tool that I developed because I wasn't happy with existing regular expression tools. Sed is nice if you feel like working on a command-line. NoteTab is a great editor (and my windows text-editor of choice), but its regex support is sometimes sub-par. RegEx Tool was designed to be essentially an IDE for regular expressions. It supports creating a list of regular expression substitutions, and previewing the effects on the file. Sets of regular expression substitutions can be saved to XML files. RegEx also supports saving and loading of very large text files.
